There's no reason not to support this behaviour. And it should work exactly as it did before: when the file is downloaded it will be moved to this location. While it's downloaded it will be elsewhere if the settings say so. There's no confusion for people who have used it for a long time, nor for new people who realize after first use or read the docs.
Edit: oh great, category was also removed. So even if I wanted to I couldn't use that either for moving files to locations. Who decided to make things more difficult and why? This is anti-usability! I had even asked once or twice on how to get it but was told as mint uses an older version of Qt5 I wont be able to upgrade was pleasantly surprised when an appimage was released.

I can tell you how I use the feature. Every torrent I download is set to automatic torrent management, i download few categories of torrents. The last category I use when I watch a tv show or movie, and right click the torrent and set the category to Watched.
This moves the files from the video or tv folder to this Watched folder, which I know when my HDD is low on space I can clean easily. I also put ISOs of games that I have installed into the same folder, and when I seed them enough time, I usually delete the torrents from the category.
One great thing for this torrent management is that if something happens to qBittorrent or I need to preinstall the OS, all the files in the Watched folders can be safely deleted :. This makes me think that now I have to use the label options, but this way I am not moving the files to a separate folder.
